This article provides a comprehensive analysis of the current utilization of natural resource potential in Georgia and offers recommendations for the efficient and judicious exploitation of the country’s natural assets. The author posits that the prudent use of land and other natural resources is an intricate endeavor that ought to be viewed as an integrated system. For this system to operate effectively, there is a pressing need for the state, society, and the business sector to collaboratively harness extant avenues for socio-economic and environmental growth. This collaboration will pave the way for a transition to a highly efficacious market economy while fostering a beneficial environment. Achieving this necessitates a profound understanding of the distinct socio-economic role the state plays both as a political actor and as the predominant steward of land and other natural resources. Addressing the existing oscillatory and non-conventional economic landscape in the nation demands a departure from orthodox, dogmatic approaches. In this manner, author advocates for the adoption of a "breakthrough strategy," termed as the mobilization (innovative) model. The complexities and merits of this model are elucidated in the article, highlighting the potential for resource optimization and portraying the factors influencing resource rationalization process.
