Success of the public entities depends on a quality of management. In this process, all managerial functions, including the of science and accuracy of the leader’s executive decisions, and correctly chosen time and space, are equally important. Effectiveness of the adopted decisions is influenced by the management connecting function – communicative process which is slow and in flexible in the public entities, while The obligation to protect subordination by the public servants, hinders their participation in the decision-making process. The Article is aimed at paying attention to the role of communicative contacts in the decision-making process, research and analyze the problems existing in this field and develop the ways of their effective resolving
