The necessity of forming a market economic system in Georgia followed the revolutionary wave of transformation (destruction) of socialist industry. Accordingly, this process was subjected to directive administration. Therefore, just like all exalted dynamics, it began without intellectual support, the correct conceptual and methodological strategy. Subsequently, each new (revolutionarily excited) government proceeded to establish market mechanisms with similarly impulsive (superficial and PR-oriented) reforms.
