Dynamics and Analysis of the Statistical measures of the funding programs for people with disabilities in years 2017-2021

Abstract

A society in which everyone thinks the same, has the same ideals or ambitions, the same requirements, the same desires, and draws the same paths to reach them, is plainly not fascinating, and no one wants to be a member of such a society. It is natural in such a society for everything to be uniform, predictable, and "grey." The assumption that variety of individuals with their interests, thinking methods, preferences, abilities, skills, and values is an essential prerequisite for the development and evolution of society has never been contested.   "Diversity is the norm,[1] and society's behavior pattern should be tailored to the acknowledgment and acceptance of difference."

It is an unfortunate reality that a segment of our society must battle on a daily basis and exert substantial effort in order to obtain the necessary education, acquire employment in an area of interest to them, or just win the right to participate in public events.  The main explanation for this is that these people's capabilities and requirements differ from those of the general population.

People with impairments and special needs are also included in this category.

For a long time, a number of nations maintained a strategy in which persons with disabilities were viewed as a wholly isolated group, with no discussion of obtaining them an education or including them in public life in any manner.  It is a tragic truth that, even in Georgia's recent past, many families considered that it was embarrassing for their disabled family member to appear in public and that they should stay at home unless in emergency circumstances.  As a result, they were unable to obtain an education and were excluded from all aspects of public life.

Our society's "step forward" in ensuring the well-being of individuals with impairments turned out to be expressing concern and charity for them.  No one disagrees that empathy is the most humanitarian kind of human interactions, but it is critical to remember that relationships with disabled people should never entail pity.  The described connection should try to strengthen these individuals rather than simply supplying them with such assistance, which does not involve the subsequent process of their strengthening.

The article examines the forms and methods of acquiring statistical information, as well as the initiatives performed by the City Hall of Tbilisi Municipality for the empowerment of disabled people between 2017 and 2021, as well as the related statistical indicators.
