Challenges in housing construction and ways to overcome them

The presented article deals with the multi-layered problem of mandatory arrangement of fire safety systems in residential multi-apartment buildings and its operation.

The paper discusses the requirements defined by the Resolution No. 41 of the Government of Georgia of January 28, 2016 on the approval of the technical regulation "Building Safety Rules", which has put the construction business, already overloaded with problems, in front of new challenges. According to the aforementioned resolution, it is mandatory to arrange a fire safety system during the construction of multi-apartment residential buildings, which, despite the sharp increase in construction costs, should be evaluated only positively, although this is only a one-sided solution to the issue and an incomplete representation. The doctoral student notes that the implementation and arrangement of any security system is only a fruitless, unjustified expense, if the norms of its operation are not observed and, accordingly, the protection system will not work properly.

The paper substantiates the essence of the observed problem and presents opinions on how to overcome them.
