საშუალოვადიანი ბიუჯეტის დაგეგმვა უკრაინის ომის დროს
ანოტაცია
არაჩვეულებრივი პირობების მქონე სახელმწიფოებისთვის მაკრო დონეზე საშუალოვადიანი ბიუჯეტის დაგეგმვის საბიუჯეტო მექანიზმში ცვლილებები სისტემატიზებულია უკრაინაში სამხედრო ოპერაციების ცხელ ფაზაში ბიუჯეტირების მაგალითის გამოყენებით. დაზუსტებულია საშუალოვადიანი ბიუჯეტის დაგეგმვის ისეთი კომპონენტების გამოყენება, როგორც საშუალოვადიანი ბიუჯეტის დამხმარე ინდიკატორები და საგანგებო გადაუდებელი ბიუჯეტები იმ სფეროებში, რომლებიც აკმაყოფილებენ უჩვეულო სიტუაციებს. შემოთავაზებულია ფორმულები საბიუჯეტო ჩარჩოს გამოსათვლელად საშუალოვადიან ვადაში საგანგებო მდგომარეობაში მყოფი ქვეყნის ბიუჯეტისთვის. დათვლილია უკრაინის ბიუჯეტიდან თავდაცვაზე 2024 წლამდე საშუალოვადიან დანახარჯების საპროგნოზო მაჩვენებელი.
