ELECTRICITY SECTOR REGULATION AND LEGAL REVIEW

Topicality. Generally, regulation is a direct or indirect control of the private and public enterprises activities by the government in the specific sectors to consider the interests of the public or consumers. The regulation of power in the energy sector is essential because the provision of energy resources is the basis for creating a reliable market and sustainable energy infrastructure. Developing a comprehensive legislative base, ensuring reliability of supply and thus facilitating the establishment of a sustainable investment environment in the energy sector, attracting investments and developing the sector. Georgia will take over the Association Agreement commitments in various spheres, especially make significant changes in the energy sector and harmonize them with the European legislative base. The energy sector is one of the priorities of cooperation between the EU and Georgia. Purpose of the study. The purpose of the research is to accommodate the basic principles of legislative norms in the energy sector and to justify the changes, as well as needs to change the electricity market model and format the stages of transforming into competitive market.

 Research  methods. Based on the practical significance of the research problem we used systemic, historical and logical generalization methods of research in the performance of the work. Scientific abstraction, analysis and synthesis methods are also used.

Conclusion. From the survey findings and the results will contribute to transform current electricity market model into the competitive market model, which, in turn, will help to be fulfilled to the third energy package’s requirements - reliability, safety and power quality of power transmission and distribution networks and improving the quality of the electricity
