DEBT SECURITY OF UKRAINE UNDER THE CONDITIONS OF THE MARTIAL LAW

Abstract

With the strengthening of the processes of financial instability in the world economy, the impact of economic crises, globalization processes, political tensions, and other factors, the issue of ensuring the financial security of the state acquires special importance and relevance.

 An important factor for attracting funds and supporting international partners in the modern conditions of the functioning of Ukraine is the assessment of financial security and one of its main components - debt security.

The debt security of our state is considered not only as the critical level of state debt but also as the total amount of state debt and external debt of enterprises, as well as maintenance costs and efficiency of internal and external borrowing and maintaining the optimal ratio between them.

International experience shows that most Western countries have recently succeeded in securing debt security and improving the structure of debt portfolios through the use of modern methods of forecasting the size of public debt and the cost of servicing it, as well as improving the methodology for assessing debt risks in general.

Because of the war the modern economic system of Ukraine needs to update priority directions for strengthening debt security, which should be carried out taking into account assessment of the level of indicators and the determination of their threshold values.
