Medium-term budgetary planning during the war in Ukraine
Abstract
Systematized changes in the budgeting mechanism regarding medium-term budgetary planning at the macro level for states with unusual conditions, using the example of budgeting during the hot phase of military operations in Ukraine. The use of such components of medium-term budget planning as supporting indicators of the medium-term budget and emergency emergency budgets in areas corresponding to unusual situations is specified. Formulas for calculating the medium-term budget framework for the budget of a country with a state of emergency are proposed. The forecast indicator of spending from the budget of Ukraine on defense for the medium-term period until 2024 has been calculated.
