How to legalize a garage

Abstract

In 1989, by a decision of the executive committee of one of the districts of Tbilisi, I was granted permission to build a garage. Despite numerous applications to the Public Registry, my request to legalize the garage was not satisfied. Please explain to me how to legalize a poorly built garage?
