PARLIAMENTOLOGY: THEORY, METHODOLOGY, MANAGEMENT

Abstract

The article examines the peculiarities of modern parliamentarism, the role and place of parliament in the system of parliamentarism and the system of public administration. The author interprets the meaning and essence of the term parliamentarism and introduces a new term - parliamentology. Parliamentology is the science of parliament, which is an important theoretical and praxeological element in the system of political sciences. Parliament is considered in the context of the constitutional distribution of power in the state between the legislative, executive and judicial branches of government. These problems become especially important in the conditions of globalization and the formation of the information society. The Russian-Ukrainian war, unleashed by Russian fascism against Ukraine, proved the importance of parliamentary diplomacy.

Parliamentology has its own research paradigms, methodologies and research methods. The article defines the parameters of the parliament's assessment in the framework of using the method of comparative political analysis.

Assessing the effectiveness of parliamentary activities is important from the point of view of parliamentary management. Parliamentary management is a type of political management that considers the parliament as an object of government and a subject of law.
