CHRONOLOGY OF ARTIFICIALLY CREATED NEW CHALLENGES IMPEDING THE DEVELOPMENT OF CONSTRUCTION BUSINESS

The paper reflects the author’s opinions about the artificially complicated regulations hindering the construction business
in the city of Tbilisi.
The normative documents hindering the construction business are the Resolution No. 261 of June 3, 2019 of the
Government of Georgia “On the Basic Provisions of Territorial Use and Development Regulation” and the Resolution No.
39-18 of Tbilisi Municipality Council of March 15, 2019 “On Approval of the Capital’s Land Use General Plan”, with their
amendments and additions.
In order to correct the situation, the author believes that any commandment on special zonal agreements should be
removed from the zoning manual, and the parameters of the use of all zones should be fixed in these acts.
